Target Savings: Target Mailer With $15 In Savings

Some lucky folks will be seeing this Target mailer in thier mailbox soon.  (I can tell you that I have not been one of them).  I am not sure how Target chooses who gets mailers and who doesn't. I signed up for the Target check card hoping it would bring me some special savings but so far. . . .nada!
